For the past three years the Sandia Technical Library has been under contract with Elsevier for a bundled package of journals. Under the terms of this bundled deal, Sandia was granted access to all of Elsevier’s journals based on a price determined by its current subscription value of 138 titles plus a percentage increment. After several months of study and negotiation, the Technical Library has made the decision not to renew the Library’s subscription with Elsevier for a bundled package. Beginning with CY06, the Library will return to a title-by-title subscription model. The title-by-title subscription includes the top 100 titles as determined by the number of article downloads by Technical Library customers. Library management cites an unsustainable pricing model, loss of control over collection management/selection decisions and financial impact as reasons for this decision. While this cancellation was effective January 1, 2006, Elsevier only recently turned off our access to the bundled titles.
